AppearanceEdit

At 5'3" she doesn't look very imposing, but she has a great deal of muscle tone. Her hair changes as often as her mind (so most of her icons aren't accurate in that regard). At her canon pont her hair is dark brown, just long enough to brush her shoulders. Her fashion style is all over the place but overall she tends to lean towards tight, rather revealing (but still tasteful) clothes. However, she also knows when that's not appropriate and has more modest clothes for occasions such as interviews, meetings or more serious events.

Phoebe also has a few tattoos (rather, Alyssa Milano has tattoos, most if not all of which are seen in the show):

RoomEdit

Her room is very similar to her room back home in the Manor, though she’s expanded the space to include a kitchen and a sitting room. It’s very spacious and airy, all light colors and antique looking furniture. The chairs in the sitting room are extremely soft and cushy, arranged around a fireplace.

PersonalityEdit

Phoebe is a unique person in more ways than one. She’s a sister, a witch, a rebel, an advice columnist… and just a little bit of a diva. While all of the sisters speak their minds, she’s often the one who’s the loudest and the most in your face about it. This is best shown by the time she protested a restaurant throwing Piper out for breastfeeding by riding a horse through the city to that restaurant wearing only a long blond wig and stating “it’s so sad that women have to take off their clothes to be heard.” She has never been afraid of the limelight, or new adventure. She was the one who read the spell that gave the girls their powers, and was the first to embrace their new destiny as witches. Conversely, she was also the first to embrace a life without powers when they tried to “retire” in the final season.

Phoebe is mostly fearless. She had no problem shouting down a demon even before she had an active power. And if one of them messed with her sisters? Forget it. She went out of her way to learn martial arts so she could better defend herself and help her sisters.

On multiple occasions she’s given a choice, be selfish and save herself (or one of her sisters) or pay for a wrongdoing or save the world. Each time it had been a difficult decision, but she chose to sacrifice Prue in order to prevent the end of the world on one occasion and on another, chose to let herself be burned at the stake for a murder she committed in the future. Both events ended with happy endings, Prue was able to be saved and she went back to the present time unharmed and able to change the events leading up to the execution, but the fact that she had chosen selflessly speaks volumes. She understands that the needs of the many outweigh the needs of the few, and that there are consequences for our actions that one can’t avoid simply by running away. Both of these sentiments are tested throughout the show, and, for the most part, she stands firm with them.

One thing that comes up numerous times is the fact that Phoebe is more predisposed to evil than the other sisters. They can all be transformed, of course, but Phoebe is more likely to be tempted down the dark path. Unlike the others, she was born in the Halliwell manor, over the magical Nexus. That Nexus can go either way, good or evil. That’s why the manor is there, to use and maintain it as a force of good. Like the Nexus, Phoebe can go either way, good or evil. In one of her past lives she actually was evil and the other girls had to vanquish her to prevent her from destroying them. This dark possibility is what made her relationship with Cole all the more dangerous. Cole, AKA Belthasor, first approached Phoebe because, being the youngest, she was the most vulnerable. She fell deeply in love with him, and, despite his demonic half, he fell for her. He was the love of her life for years. She lied to her sisters to protect him and believed that there was good in him when no one else would. This blind love almost killed her and her sisters when Cole became the source and she became pregnant with a demonic child. Cole had been vanquished multiple times, and she continuously says she’s past him, but there’s some echo of what once was in her heart. When Cole is finally dead she says “maybe it wasn’t meant to be,” but the look in her eyes as she looks at the picture of the two of them he still had, and her body language as they leave his apartment say more than that. It may not have been meant to be, but that doesn’t mean she can’t wish it was.

Phoebe is a hopeless romantic at heart. She wants nothing more than to find the man of her dreams and live happily ever after. Well, that and to be able to go shopping without worrying about demon attacks. Through the show she had the most boyfriends, and some of the worst luck with them. Even Cupid tells her at one point that she’s closed off her heart to love. But even if she’s unlucky with love herself, she takes great pride in helping others find their true love. Her advice column is the talk of the town. She is dedicated to giving every one of her readers the best advice she can, even to the point of mailing out replies to the letters she doesn’t have room to print. She’s not just dedicated to protecting the innocents from demons, she’s determined to help them in any way she possibly can.

She grew up as the youngest sister and ended up as the middle sister when her oldest sister, Prue, was killed and she and Piper found their half sister, Paige. Being the youngest sister meant she was constantly living in Piper and Prue’s shadows. They were successful and she was the screw up who ran off to New York and didn’t talk to them for years. When she came back to San Francisco it took a lot of work to get their trust back, especially Prue’s. Living with them made her shortcomings even more evident and she developed the urge to better herself, to live up to the Halliwell name and the examples set by her sisters. She tried to find a magical way, first, but soon realized that there was no quick fix. So she went back to college, got a degree in psychology and put it to good use. She didn’t stop there, though. A few years later she’s realized that her readers deserve more than what she was giving them and she decides to go back and get her masters degree. She’s not afraid to step out into the unknown to make herself a better person, whether it’s going back to school, learning martial arts or learning more about the craft. She heads forward with a grin on her face and an eagerness to learn what she can and makes it her own.

PowersEdit

Having only the power of premonition for a while meant she had to rely on her brains more than anything. By necessity she became the best spell writer of the three, able to come up with extremely effective spells on the fly. When she gained active powers, first levitation, then empathy, she was thrilled and became even more of a force to be reckoned with. The problem is that she became very reliant on her powers of premonition and empathy, even to the point where she used herbs to boost her powers so she can get a read on men during the first moments of a date so as not to waste her time with someone she’s not destined to marry. This comes back on her, though, and the magical tribunal strips her of her powers until she can earn them back by proving she can use them only for good. She didn’t fight the decision, like her sisters wanted her to. Unlike them, she realized they were right. She had been abusing her powers and she deserved the punishment that came with that. By the end of the show she’d only earned back her power of premonition.

CurrentEdit

  • Premonitions: Phoebe is able to get premonitions of the past, present and future. When she originally got this power she could only see the future, but it’s grown past that. She’s not always able to get premonitions on command, but she’s constantly working on that. Typically how it works is she touches a person or item and gets a premonition of an event she’s destined to change or will have some effect on them in some way. There really isn’t any set formula or rhyme or reason behind the premonitions. They can be as major as the world ending or as minor as a bottle rolling under a couch. Sometimes, if the psychic energy in an area is strong enough, she can get a premonition just by walking through it. She is able to share her premonitions with people with similar powers by touching them. The premonitions also give her some amount of precognition when it comes to fights. If she’s able to concentrate she has some amount of warning before the next attack hits. The problem is, in a fight, who has time to concentrate? This is mostly useful if she’s pinned down somewhere and someone is throwing fireballs or something at her, she can sense when the next one is coming. The biggest downside to her premonitions is the fact that they’re not usually clear. She sees things but doesn’t always know who a person is, where it takes place or what she’s supposed to do.

  • Spellcasting: Even without her book of shadows, Phoebe is able to write and cast spells. She had actually written the most powerful spell they have: the one to destroy the Source. She’s also very good at coming up with spells on the fly… even if they end up sounding silly and childish sometimes (i.e. sending an inspector to Timbuktu just because she couldn’t think of anything else that rhymed).
  • Scrying: Essentially using a map and a crystal pendulum to locate someone or something. Sometimes something is used to help the process, an item of the person they’re trying to find, for example.

CharmedEdit

  • The Power of Three: The collective power of the three sisters enhances their powers. This is what makes them powerful. The Power of Three spell can defeat almost any demon.
  • High Resistance: When united, the sisters are resistant to outside powers, such as being hit by a fireball. It is only active when united together. It’s been shown as each being individually more resistant to damage, or as a force field around them as they chant the Power of Three spell.

PreviouslyEdit

  • Levitation: She hadn’t gotten complete control over this power, yet, but Phoebe was able to levitate for small heights. She mostly used it during fights to get over her opponent or to avoid attacks. She also used it to levitate to a ceiling to try to open a grate and escape when she was trapped. If she had had the power longer it may have grown to the point where she could fly.
  • Empathy: Empathy is a very dangerous power to anyone who is not destined to have it. She was able to sense all the emotions of anyone around her. Though it did come in handy in her line of work, it also made things very difficult for her. She locked herself in the basement for a while when she first got the power because the constant barrage of emotions was too much. She also thought it was very invasive to be able to sense how her family felt all the time. She was just starting to gain control over it when it was stripped from her.

RelationshipsEdit

  • Piper Halliwell – Her big sis. She thinks she’s overprotective but knows that, in the end, she means well. Piper is from a few years before Phoebe is so, year wise, Phoebe is actually older and that’s still weirding her out. She hates not being able to tell Piper about their life, her children and the amazing life she has. The hardest thing she had to do was tell Piper that Prue was dead. That’s something she hopes she’ll never have to do again.
  • Paige Matthews- Her baby sis. She’s thrilled that she’s there, even if Piper didn’t know who she was. She’s been so thankful that Paige came into their lives and will go to the ends of the worth to try to keep her sisters safe.
  • Prue Halliwell- Prue was the oldest Charmed one until she was killed by the demon Shax. Phoebe still misses her every day and hopes that she’s found peace with their ancestors.
  • Cole Turner- Her demonic ex husband… literally. She doesn’t love him anymore, but she still regrets what happened. She’ll never stop wondering if he hadn’t lost his humanity if things would have turned out differently.
  • Leo Wyatt- Her angelic brother-in-law. It was a fight for the White Lighter to be able to marry her sister, Piper. She still doesn’t know that Piper’s loss is the memories of her love.
  • Wyatt Halliwell-Her older nephew. He’s a toddler in her time, but she’s met the adult that he becomes (yay time travel) and fought to prevent him from becoming evil. She’d do anything to keep him and his brother safe.
  • Chris Halliwell- He’s still an infant in her time, but she’d gotten to know him first as an adult when he came back to their time to protect Wyatt (and ensure his own birth). It’s hard knowing his destiny, but she looks forward to getting to know him again.
  • Penny Halliwell- AKA Gram. She raised the girls after their mother died. Phoebe moved back home shortly after she died. She’s not sad, though, Gram still comes and visits them when they need it.
  • Patricia Halliwell- Their mother. She was killed by a demon when Phoebe was small and she’s always been sad they didn’t get more time together. She gets to see her once in a while, now, at least.
  • Victor Bennett- Their father. The sisters have only gotten close to him in recent years but Phoebe loves him, dearly.

  • Charles Francis Xavier – A fellow psychic. He seems like a very interesting guy, though she doesn’t know him very well, yet.

  • Hermione Granger – A fellow witch, she can’t wait to learn more about her world.
  • Hesam Rahmani – Peter’s partner back home. Though, she started to get to know him before she found that out. She feels bad that he wanted to ask her out but Peter got there first. He’s a sweet guy.
  • Neal Caffrey – He was one of her “masters” during her genie loss, but he’s also the guy Paige is crushing on. He seems like an all around good guy and she’d like to get to know him better.
  • Ray Stantz – He’s weird, but very smart and a sweet guy.
  • Ritsu Kasanoda – She’s talked to him a few times and thinks he’s a good guy, if shy around girls.
  • Wesley Wyndam-Pryce – They fought together on the pirate ship against the Navy, that’s a hell of a way to make friends.
  • Yuan – She knows he was friends with Chris when he was at the castle and has a lot of respect for him as leader of the Peace Patrol and as a magic user. She’d like to get to know him better.

  • Gibson – She’s fascinated by him, she’d never met a living breathing program before.
  • Katara – She gave her advice on Zuko. She’s a nice girl and Phoebe wishes her luck.
  • Legato Bluesummers – She had a psychic link with Legato for about a month during the Riful plot. She knows more about him than she ever wanted to… and is worried about what he may know about her.
  • Prince Zuko – She sparred with him, fire and all. He seems like a good kid, though he needs more help with girls than he’s going to admit.

  • Stefan Salvatore – He had her genie bottle for a day and seemed nice enough, but Wes had warned her about him and his brother so she’s leery.
